There have long been indications that autistic children had impaired GI tract function. Anecdotal reports by parents extending back more than 30 years described evidence that their autistic children suffered disturbed GI tract function and intolerance to certain foods 19 ; . In recent survey of 500 parents of autistic children, almost one-half reported that their children had loose stools or frequent diarrhea 20 ; . Food intolerance was noted particularly for wheat and cow's milk. In one early study, an autistic child was coincidentally afflicted with celiac disease, a disorder characterized by marked atrophy of the intestinal villi caused by a response of the intestinal immune system to gliadin, a peptide in gluten 19 ; . The villi, which are projections of the intestinal mucosa into the lumen of the intestine, become shortened and denuded of surface epithelium by dietary gluten in affected individuals. Gluten is a protein found in wheat and barley 21 celiac disease is treated by eliminating gluten from the diet. When the autistic child was reexposed to gluten in the diet after a period on a gluten-free diet, his autistic symptoms were observed to worsen. Yes. Mountaineer was allowed to form the wholly owned subsidiary, Services, to purchase and own the utility assets. Mountaineer would then enter into a contract with the subsidiary which will govern the price to be paid by Mountaineer to the subsidiary for the natural gas. The accounting and rate treatment was described in an Exhibit B attached to the application and is also attached to my testimony. The gas produced and sold by Services to the utility will be at cost plus a return on the funds invested. The return on investment will be set at the level determined by the Commission in general rate cases for Mountaineer. This return will also represent the net income of the subsidiary, and will be recorded below the line in FERC Account 4 18 - "Equity in Earnings of Subsidiary" on Mountaineer's books. The assets of the subsidiary were to be recorded in FERC Account 123 - "Investment in Subsidiary". This account will not become a component of the utility rate base due to the fact that the subsidiary will include the return component in its bill to Mountaineer. This language effectively set up rate base treatment whereby ratepayers would provide the return on the investment as if it were any other investment in assets purchased by a utility such as meters, distribution lines, or buildings and perphenazine.
